vehicle. she was airlifted to the hospital with nonlife threatening injuries. police haven't said how that chase started. >> it's the largest discipline action ever taken by the oakland police department. an investigation concluded that 44 officers acted inproperly during occupy protests. the department received more than 1100 complaints of misconduct and they admit it was one of its own officers who fired a bean bag last october critically injuring scott olson. >> police have proven time and time again that they are -- you know they are willing to commit violent acts when it's not needed and that doesn't make me feel safe in my community. >> when the officers are found to have done something wrong we will hold them responsible. >> oakland police chief howard jordon said he wants to fire two officers, demote one, send three to counseling and

training, suspend 15 and reprimand21 others. the police officer's association accuses the department of scapegoating officers. oakland mayor said the majority of officers obey the law and protect the city but called the chief's recommendations fair and balanced. >> because the complaints are wide ranging from covering up your badge, not having your camera on, actually hurting somebody. it's a wide range. >> she said the city plans to have a ruling on all complaints by october 25th which is the deadline required by state law. >> we have new information about a police standoff in holster. around 3:40 the stand off outside the home ended peacefully. it started yesterday afternoon when a man barricaded himself inside a house.

just before midnight the swat team moved in to the area, active negotiations started about an hour later. police say no shots were fired and the suspect is a person of interest in the case of a missing mother. 25-year-old heather carroll was last seen wednesday morning after dropping her child off at school. early thursday her car was found on fire. her parents say the man involved was a friend of their daughter and was in her wedding. police say she wasn't inside the house and is still considered a missing person. >> the president's campaign office in denver was hit by gun fire. an investigation is now underway in the mile high city and in just eight minutes the damage caused to the office and what police know and don't know so far about that shooting. a san francisco judge made a ruling on how much pg&e customers have to pay for gas pipeline repairs. the judge said rate payers should pick up about half of the $2.2 billion cost to

just a light breeze in fairfield. 46 degrees, 46 concord. 46 at the oakland airport. warmer than that in downtown oakland if you are headed in that direction. 46 san jose. these numbers from four to eight degrees cooler than where we were 24 hours ago. the overnight hours we get the clearing and that cool air actually starts to really settle in. the coldest air settling into the valleys, the satellite radar, the system that brought us unsettled weather now off to the east. you see the clouds, here they come, right about there. that's a weak front that's disrupted the marine layer so many of us waking up mostly sunny and if you have partly cloudy skies you will be mostly sunny by midmorning. a ridge of high pressure building in. we have a little bit of patchy fog. you may find that, partly cloudy skies for the afternoon. we are looking at temperatures near normal. we are talking 60's at the coast. mid to upper 70's inland.

donations. families plus victims who had permanent damage will get 1 75,000 dollars each. others will get an amount based on how long they were in the hospital. the sheriff of san joaquin county count county said he was takenna back by a report that mixed remains were given to a victim's mother. a box of bones was given to joan shelley, she was told they were her daughter but a lab later said only some of the bones belonged to her daughter. one of the bones is being tested to see if it belongs to another girl, missing since 1988. the sheriff said he stands by how this office handled things. police named a husband and wife arrested in washington state as suspects in the

killing of susie coe. a judge ordered darnell washington to be held and tonya washington's bail was set at $1.7 million. they are suspected in a string of carjackings from southern california to washington. police say they plan to bring their case to the da late next week. >> two berkeley law students facing charges for allegedly be heading an exotic bird. the two were arrested in las vegas. police say they were caught on surveillance camera chasing a bird in to the trees. witnesses say they then saw the men walk out carrying the body and cut off head of the bird. the bird is exotic and part of an exhibit. they are faces charges of

. sea world in san diego is getting ready for big changes. a plan has been approved to make a major upgrade to the entrance. it'll feature a beach themed ticketing area and giant wave sculpture to make it look like guests going under water. they hope it'll be more efficient and construction is scheduled to start in december. it's expected to take about 16 months to complete. a baby in iowa is making a debut. layla was born weighing 8

hours ago. several dozen fans were there to greet them. they stayed in cincinnati waiting to see if they would fly back or head to washington and after the cardinals great come back now we know. giants manager said he hopes a little home cooking will help bring them back to the world series. >> it didn't help the last series. hopefully we turn that around but the guys have great all year. had to win three in cincinnati and -- like to play a little better here. that's the goal. >> giants play the cardinals tomorrow night 7:00. you can watch the game right here on ktvu channel 2. >> overnight news several people were hurt in a series of crashes that shut down 880 in oakland. it happened in the northbound direction. there was a chain reaction crash around 5:00 a.m. a man driving a honda said he was rear ended that caused him to hit another car.

there were only minor injuries but that followed another crash minutes earlier. chp said the man fell asleep at the wheel and hit another car. all lanes are back open. a man is being treated for serious injuries after being shot in san francisco overnight. it happened around 1:15. police arrested three men in the same area after a short car chase. they are still investigating if the two incidents are related. >> today people in colorado are holding an event to celebrate the life of 10-year- old jessica ridgeway. police confirmed a body found yesterday was hers. this one week after the 5th grader vanished after leaving them to walk to school. police say the body was dismembered but aren't releasing anymore details. they say the focus has changed to a mission of justice for jessica. >> i want to stress that we recognize that there is a predator at large in our

reportedly hit a police officer during his arrest. the incident came after the president wrapped up a campaign appearance in miami. a teacher arrested at lax for checking bags loaded with weapons will remain in jail at least for now. he was flying japan to boston when he was stopped last week. a judge ruled he was a flight risk. he had bags with body bags, smoke grenade, they also found files on his computer detailing how to kidnap and kill people. >> a former oakland and los angeles raider has been ordered to stand trial for four murders. the judge ruled there is sufficient evidence against anthony wayne smith. he is a accused of killing two brothers kidnapped in 1999. then in 2001 he is a accused of kidnapping another man and murdering him. he has been tried for the 2008 death of a mechanic.

the jury was deadlocked in that case in april. >> a natural gas explosion destroyed a colorado home sending four people and children to the hospital. this is what is left of the house. a woman and four children were inside when it blew up. neighbors reportedly smelling gas shortly before the explosion. one neighbor said she woke up to what felt like a quake. >> it was a big boom. then everything started falling. it was all pink inside the house. >> that pink was insulation from the explosion. the children who were in the home that exploded are four, six, seven and 11. the children and their mother are still in the hospital and are in good condition. >> a judge has made a ruling on how much pg&e customers have to pay for repairs, they should have pay half.

. three officers were injuried a police car went airborne and landed on top of a parked car and then into that yard. it happened yesterday afternoon when police responded to a call for back up. some cared didn't yield to the sirens, the driver of the police car tried to avoid crashing into the cars and then lost control. the three officers suffered minor injures. the final part of a $1.4 billion project is now underway. the work will replace doyle drive with a parkway. they are taking apart a steel bridge. this is expected to take about three to four months. >> this location for a short time longer it -- is one of the

>> good morning to you. we're waking up with a whole lot more sunshine. i'm sure you're noticing that, but your heater may be kicking on this morning. temperatures down, anywhere from 4 to 8 degrees below yesterday's temperatures at this hour. for the afternoon, mostly sunny skies, temperatures will be rebounding to the seasonal norm. we're talking 60s at the coast, 70s inland. i'll break down the details for you, coming up. well, big evacuation is under way in marin county, but it is only a drill. ktvu reporter allie rasmus is live in kent field with more on what authorities are trying to accomplish in the first-of-its-kind drill. >> reporter: this emergency drill is about to get started any moment. right now behind us, you can see there are a number of different firefighters and law enforcement agencies. we have the ross valley fire department, kentfield fire protection district, and marin county here. so are marin county sheriffs deputies. also taking part in this drill are about 200 residents who live in the kent woodlands neighborhood in the hills behind

us. just about a half hour ago, everyone here wrapped up a briefing that they held. firefighters and sheriffs deputies had their maps out with their plan about what they would do for this evacuation today and residents taking part in this drill were contacted ahead of time and agreed to participate. no one living in the neighborhood will be surprised by this. this is the first time those residents, about 200 of them taking part, will be part of an emergency drill on this scale. the goal is to prepare those residents to evacuate quickly. >> this is to prepare them in case of a disaster. it could be a fire, mudslide, anything that we have to get them out of their homes. we want to do it in an organized fashion. >> reporter: now, this is the kent woodlands neighborhood behind us. you can see there's a lot of trees and vegetation, making the wildfire risk pretty high. we are in the middle of fire season, and complicating things for residents, should there be an emergency, is the fact that there are just two main roads out of this neighborhood for

about 900 homes. but that's another reason why firefighters want residents to be prepared about how to evacuate and apparently the drill that they are going to be doing, residents taking part in this will pretend as if this is a real wildfire or landslide or disaster. they will be leaving their homes with everything they can carry and listening to the marin county sheriffs deputies that will be directing them down the correct road to evacuate. so it's about to get started any minute now and we'll be following the firefighters up to this neighborhood to see how the drill goes. live in kentfield, allie rasmus, ktvu channel 2 2news. in overnight news, solano county sheriffs deputies are investigating a pursuit that ended in an officer-involved shooting. sheriffs deputies say after a brief chase, the woman rammed her pickup truck into police cars on fire truck and collinsville roads. officers shot at the woman's vehicle. she was air lifted to walnut creek with nonlife threatening injuries. the sheriff's office has not said how that chase began. several people are in the

hospital this morning after a series of accidents on northbound 880. it happened near hagen burger road around 5:00 this morning. a man driving a honda fit said he was rear ended and that caused him to hit another car. another crash happened just minutes earlier when the chp says a man fell asleep at the wheel and hit another vehicle. new this morning, a man in hollister is behind bars, after more than a 12-hour standoff with police. at around 3:40 this morning, police were able to convince the suspect to come out of his home on sierra vista drive. he had been barricaded inside since yesterday afternoon. a search warrant has now been issued for police to search his home. police say the suspect is a person of interest in the case of a missing mother. they say a tip about his connection to the woman led them to his house and that's when the standoff began. 25-year-old heather carol was last seen wednesday morning dropping her child off at school. then early thursday morning, police found her car on fire.

carol's parents say the suspect in the standoff was a friend of their daughter's and was in her wedding. police say carol was not inside the home. a $1000 reward is being offered for information leading to her whereabouts. well, it was a bachelor party one san francisco man is not going to forget. the wine tasting boat that he and his buddies were on nearly sank in the bay last night. 22 people were on board the neptune when it hit a rock near alcatraz and started taking on water. it was all around 9:00. certainly surprised the groom, who is getting married tomorrow. >> 20 minutes we hill a rock and like a big jolt. it was like, everyone thought it was cool and then all of a sudden it wasn't that cool. >> the coastguard guy was, like, i give you a 70% it's going to sink. >> well, the coastguard picked up the passengers, then took them over to pier 39. that boat was towed to sausalito. they are still trying to figure out how it hit those rocks. well, it is the largest disciplinary action ever taken

by the oakland police department. an internal investigation concluded that 44 officers acted improperly during occupy protests. the department received more than 1100 complaints of misconduct and police now admit that it was one of its officers who fired a bean bag last october, critically injuring iraq war veteran scott olson. >> oakland police have proved time and time again that they are, you know, they are willing to commit violent acts when it's not needed. and that does not make me feel safe in my community. >> when our officers are found to have done something wrong, we will hold them accountable. >> oakland police chief howard jordan says he wants to fire two officers, demote one, send three to counseling and training, suspend 15 officers and reprimand 23 others. meanwhile, the police association is furious, accusing the department of scapegoating officers and blames a lack of

. paypal has announced it's planning to cut jobs for the first time since 2008. the layoffs are expected to

impact about 3% of its work force. that's up to 400 jobs. according to reports, most of the cuts are expected in the product development technology and marketing departments. well, uncle sam is taking aim at google. staff members at the federal trade commission are recommending that their bosses file an antitrust lawsuit against the mountain view internet giant. the company is accused of driving up online advertising prices and stifling competition among search engines. federal investigators have been looking into whether google rigged its search results in order to prod websites to pay higher fees. well, google responded with this statement, quote, we are happy to answer any questions that regulators have about our business. in election 2012 news, president obama may have offered up a glimpse into next week's presidential debate. >> just this week, gm announced they plan to hire 1500 workers for a new research center in michigan to help make sure the high tech cars of tomorrow are designed and built right here in america. >> in this morning's weekly

bullet that hit president obama's campaign office in denver. that bullet shatter add window yesterday afternoon. there were people inside the building at the time, but no one was hit. the broken window was boarded up with plywood there. police say they have a description of a vehicle of interest, but don't know whether the office was targeted or hit by stray bullets. the sheriff of san joaquin county says he was taken back by a report that mixed remains were given to the mother of a murder victim. the bones were recovered from a well in lyndon after a convicted serial killer led police there. now, a box of bones was given to jones-shelly and she was told they tblongd her daughter, but says a lab later confirmed that only some of the bones were her daughter's. one of the other bones is now being tested to see if it belongs to mckayla garrett, who has been missing since 1988. sheriff steve more says he stands by how his office handled that excavation. the coastguard is set to launch an underwater robot tomorrow to try to identify the

source of an oil sheen in the gulf of mexico. that sheen just recently surfaced near the site of the 2010 oil rig explosion and spill. bp says the oil is likely coming from a pipe that once connected the rig to the well. now, in addition to the underwater robots, the coastguard will also use satellites to observe as well. bp and trans ocean will cover the cost of that operation. all four players punished in the nfl's bounty investigation have filed appeals with the league. they are also asking commissioner roger goodell to remove himself as arbitrator because they don't think that he can be impartial. this comes after the commissioner upheld his initial suspensions of all four players earlier this week. the four players were imreply indicated in what the nfl calls a bounty pool that paid cash bonuses for hits that injured opponents. the nfl says it was run by former new orleans saints defensive coordinator gregg williams. williams is suspended indefinitely. now, lance armstrong foundation plans to carry on, despite the cyclist's recent

. tropical storm raphael is pounding the eastern caribbean with heavy rain. the next big fear is flooding. the storm is about 135 miles south of st. croix in the u.s. virgin islands. experts predict raphael will get stronger and pass near or over the islands tonight. the tropical storm warning is in

effect. puerto rico is under a tropical storm watch. it is set to get warmer in the bay area, but at some lake tahoe ski resorts, there is already snow. look at that dusting on the top of heavenly! that is the heavenly ski resort in south lake tahoe, where about an inch was reported on the higher peaks. you can see the wind was blowing up there. tahoe ski resorts have announced they are planning to hire around 15,000 seasonal workers. bear valley is also planning on holding a hiring event at the end of the month. the resort says it laid off 19 people in june after a lack luster winter last year. it was concerned it wouldn't even open this year, but bear valley announced yesterday it plans to hire back those laid off workers and could hire up to 300 more for the new ski season. well, there's a new opportunity this morning for the young and unemployed. the vice mayor of san jose is hosting a job fair from 9:00 till noon at the westfield oak ridge mall. if you're between the ages of 16 and 21, you can interview for a

position and get information about jobs at local businesses. san jose's city council works to put on that event every year. if you purchased a ticket with american airlines, your flight in the coming weeks could be canceled. the airline says a number of flights through mid-november will be affected. it says it will cut 31 flights per day out of the airline's total 335 flights a day. american airlines says the cancellations will not impact holiday travel plans. american has been dealing with cancellations since it declared bankruptcy last year. best buy is looking to challenge its online competitors this holiday season. the "wall street journal" reporting that the company's planning to match the prices of internet rival, such as amazon.com, and offer free home delivery for items that are out of stock in stores, but available online. the potential moves come as the company tries to downplay worries over shoppers going online to purchase items. well, whether online or in stores, there's a shopping frenzy over any items related to the san francisco giants. playoff fever is sweeping right

this is a very slow journey. apparently it's getting ready to start its whopping 2 mile-an-hour trek. there was an hour delay because crews needed time to prepare to cross over a major interstate overpass. now, the shuttle is, again, moving through the streets of los angeles. there's video of it as it made its way past big, big crowds. endeavour is scheduled to arrive at its permanent home, the california science center, later today. but one of the trickiest parts of the journey was overnight when crews had to take endeavour on an overpass above the 405. >> actually have to transfer from the dollies that will move it through the streets over to another dolly, then the toyota tundra will pull the shuttle across the 405. >> now, that route was selected after ruling out other options. they even talked about using a helicopter, but decided that's not feasible. that's one big, heavy shuttle. the cost of the transport is estimated at $10 million. now, as you can imagine, the

costa crossover project. the trains are running in road manual and there is single-track service between lafayette and pleasant hill. passengers can expect 5 to 10-minute delays. service should be normal tomorrow. a san francisco judge has made a tentative ruling on how much pg&e customers have to pay for gas pipeline repairs. the judge says rate payers should pick up about half of the $2.2 billion cost to improve the gas lines. pg&e wanted customers to pay 84%. the pipeline repairs were ordered after the deadly san bruno explosion. napa county is getting the ready to make a big investment to go green at some of their county facilities. the county has just learned it qualifies to borrow nearly $3.9 million to install solar panels at seven county facilities. the amount will be issued in bonds through a federal program tied to the 2009 economic stimulus plan. the county plans to pay off that bond over the next 15 years through savings in its electric

to greet the team bus as it pulled in. . happening right now, a big evacuation drill is under way in marin county. ktvu's allie rasmus, live in kentfield with more on the emergency that officials are trying to accomplish. allie? >> reporter: well, that emergency drill actually just wrapped up. and we're in the college of marin parking lot, where some of the residents who took part. the emergency drill was pretty brief. these are the residents who took part in it. marin county firefighters, kentfield, ross valley firefighters, they were expecting about 200 residents in the kent woodlands neighborhood to take part in this, but on a saturday morning, it can be difficult to get people out of bed. they had about 50 residents taking part. now, the kent woodlands neighborhood has 900 homes, but only two main roads to get in and out, so that's why firefighters wanted everyone to practice how to do this, which

two months ago. according to the ntsb, a bad fuel mixture is being blamed as a contributing factor in the crash. the ntsb says their findings are preliminary. physician say the pilot reported concerns about the fuel mixture just before leaving the lake tahoe airport in late august. moments later, the plane crashed, killing all five people on board. felony charges have been filed against a current county sheriffs deputy accused of hitting and killing two pedestrians. the chp says deputy john swogaren was going 880 miles an hour with no flashing lights or sigh reasons near bakersfield last december. he struck and killed a woman pushing a motorcycle. a judge will decide whether a north bay teenager will stand trial for attempted car theft. he is now 18, but was 17 when he was charged with seven felonies. he's accused of attempted murder and a drive-by shooting on a motorcycle. wade also allegedly stole celebrity chef guy fieri's
